Elektroschock writes "Finally a freedom of information law request casts light on a lost 2007 European Union Decision on Open Source software. The initiative under Industry&Enterprise Commissioner Verheugen resulted in an offical adoption of the GPL-compatible European Union Public License (EUPL) but was decided to be kept confidential. No surprise there! On all levels American software manufacturer Microsoft lobbied against the openness policies from the EU IDABC unit. However, the IDABC unit as well recommended to standardise the controversial Microsoft Open XML format at the International Standards Organisation. IDABC's version 1.1. of the EUPL is also certified by OSI."
