US Proposes Ban on Smart Cars With Chinese and Russian Tech (cnn.com) 94

The US Commerce Department on Monday will propose a ban on the sale or import of smart vehicles that use specific Chinese or Russian technology because of national security concerns, according to US officials. From a report: A US government investigation that began in February found a range of national security risks from embedded software and hardware from China and Russia in US vehicles, including the possibility of remote sabotage by hacking and the collection of personal data on drivers, Secretary of Commerce Gina Raimondo told reporters Sunday in a conference call.

"In extreme situations, a foreign adversary could shut down or take control of all their vehicles operating in the United States, all at the same time, causing crashes (or) blocking roads," she said. The rule would not apply to cars already on the road in the US that already have Chinese software installed, a senior administration official told CNN. The software ban would take effect for vehicles for "model year" 2027 and the hardware ban for "model year" 2030, according to the Commerce Department. The proposed regulatory action is part of a much broader struggle between the United States and China, the world's two biggest economies, to secure the supply chains of the key computing technology of the future, from semiconductors to AI software. China, in particular, has invested heavily in the connected car market, and inroads made by Chinese manufacturers in Europe have worried US officials.

How California Cuts Greenhouse Gas Emissions - While Its Economy Grows (ca.gov) 197

In 2022 about 346,000 electric cars were reportedly sold in California. But the same year its greenhouse gas emissions dropped a whopping 9.3 million metric tons — the amount produced by 2.2 million gas-powered cars — lowering emissions 2.4% from the year before. "The biggest drop came from transportation, due largely to the increased use of renewable fuels," according to the state's Air Resources Board, touting a newly-released report. (And electricity sector emissions also fell by 2.6 million metric tons, or 4.1%, "even as electricity usage rose," according to The Hill — "a dichotomy that the regulators attributed to an increase in solar and wind power generation.")

So despite a growing economy, "the latest data underscores a continued trend of steady emissions decline..." according to a statement from the Board. "Between 2000 to 2022, emissions fell by 20% while California's gross domestic product increased by 78%, pointing to the effectiveness of the state's climate change and air quality programs." And the amount of carbon dioxide equivalent emitted per unit of economic output ("carbon intensity") has also dropped 55% in the last 20 years: [In 2022] the electricity sector had its lowest carbon intensity since 2000. Wind and solar now represent 30% of generation and in-state solar increased by 15% from 2021, driven by requirements under the state's Cap-and-Trade Program and Renewables Portfolio Standard. Furthermore, California increased its battery storage by 757% from 2019 through 2023, bolstering its renewable energy efforts. The storage capacity is enough to power 6.6 million homes for up to four hours.

Industrial emissions declined by 2%, also falling to the lowest level in 22 years. While refinery emissions remained essentially flat, emissions from oil and gas extraction declined, as did emissions from other fuel use, cement manufacturing, and cogeneration facilities. [The Hill says 2022's industrial emissions were 21.7% below year-2000 levels, according to the report.]

Livestock emissions, which are responsible for 70% of agriculture's greenhouse gas emissions, peaked in 2012 and once again saw reductions in 2022. The decrease is driven by the use of methane digesters funded by the California Climate Investments and incentivized by the Low Carbon Fuel Standard, which capture emissions at the source and convert them to clean fuel.

Landfill methane emissions also continued to decline in 2022. This decline can be attributed in part to the state's efforts to reduce disposal of organic waste, as well as the California Landfill Methane Regulation, which requires landfill operators to monitor and capture emissions escaping from their facilities.

One local news site calls the drop in emissions "shocking," but adds that "the trend is expected to continue. In the second quarter of 2024, 118,181 zero-emission vehicles were purchased in the state, good for about one-quarter of all new car sales."

California governor Gavin Newsom said his state "is proving that climate action goes hand-in-hand with economic growth. We've slashed carbon pollution by a whopping 20% since the turn of the century all while building the world's fifth largest economy. Cleaner air, more good jobs — that's the California way."

GM Electric Vehicles Can Now Use Tesla Superchargers (msn.com) 81

The Washington Post reports that electric vehicles made by General Motors now can use Tesla's Superchargers. (GM's charger adapters "will first be made available to customers in the United States, followed by availability for Canadian customers later this year.") The Post writes that the move "expands the number of vehicles compatible with the North American Charging Standard developed by Tesla" — and also marks "another step forward for efforts to settle on a universal public charger network for battery-powered cars and trucks in the U.S.

"It could also allay some GM customers' concerns about a lack of charging options." The new changes take effect immediately, along with sales of the GM-approved power adapters... The deal makes roughly 17,800 Tesla Superchargers available to drivers of GM-manufactured vehicles such as the Chevy Bolt, Cadillac Lyriq and Silverado EV, with the help of an adapter that costs $225... GM estimates that the partnership with Tesla contributes to an overall network of 231,800 fast chargers across the United States available to drivers of its vehicles. GM is also part of IONNA, a joint venture of eight automakers that plans to build at least 30,000 high-powered chargers nationwide.
GM's statement calls it "a move that will help accelerate fast and convenient charging options for current and future EV drivers." And the move comes 15 months after GM announced it was adopting the standard — a move followed within weeks by similar announcements from Rivian, Ford, Volvo, Nissan, Hyundai and Kia. "Ford and Rivian have started distributing adapters for their EVs," the Washington Post points out, "while others, such as BMW, Honda, Hyundai and Mercedes-Benz have promised to start making their vehicles compatible this year or next."

"Knowing we will now have access to Tesla Supercharger locations means that range anxiety has now virtually evaporated..." argues a Chevy owner at CleanTechnica: This is mostly good news for drivers of electric cars from GM. Tesla and The General have been bitter enemies in the past, with GM opposing Tesla's direct sales model in many states. The once fierce battle has cooled in recent years, but GM essentially won by keeping Tesla from selling direct to the public in several US states, including its new home of Texas. Nevertheless, the two companies are now cooperating, which is a bonus for drivers...

Despite some niggling concerns, this is a big deal for EV drivers in North America. Tesla Superchargers are the gold standard in the industry today. There are fast, reliable, and always located in clean, well-lit places where restrooms and fresh foods are available. This could very well change the conversation about electric cars to the point where by the time GM, Ford, and Stellantis get their plug-in hybrids into showrooms, the demand for them will have shrunk considerably.

One GM executive says in this week's statement that "GM's ongoing efforts to help accelerate the expansion of public charging infrastructure is an integral part of our commitment to an all-electric future."

"The engine once revved up a 1985 Toyota Celica; and 107 hand-sewn rubber segments, courtesy of Mr. Tymofichuk's wife, help to direct low-pressure air beneath the craft so that it rises eight inches above the ground..." On a cold spring day in a small garage in Alberta, Canada, an engine revved up and an improbable machine — fabricated from auto parts, a hand-sewn rubber skirt and an abandoned fiberglass hull — came to life.

A homemade hovercraft began to rise off the ground with a small crew standing by.

The successful liftoff was the culmination of a lifelong fascination of Robert Tymofichuk, 55, who spent about 1,800 hours over a year working on it [according to this nifty video on YouTube ]. And, to the gratitude of passengers, it comes with heated seats. "If you're going through all that hassle, you might as well make yourself comfortable," Mr. Tymofichuk said. He repurposed the seats from a Volkswagen, so the heating coils were already installed.

Achieve speeds around 40 miles per hour (or 64 kmph), "Mr. Tymofichuk's hovercraft now sails above land and water, a bright red gem coasting over the Saskatchewan River," according to the article. And it also quotes Mr. Tymofichuk as saying it's the fulfillment of a childhood dream.

"To actually have something constructed with your own hands be zipping around, and it's fully functional — it's like magic."

California Drivers May Soon Get Mandatory In-Car Speed Warnings Like the EU (caranddriver.com) 207

"Exceed the speed limit in one of the 27 European Union countries, and you may get some pushback from your vehicle," reports Car and Driver. "As of July, new cars sold in the EU must include a speed-warning device that alerts drivers if they exceed the posted limit."

The warnings can be ither acoustic or haptic, "though the European Commission gives automakers the latitude to supplant those passive measures with either an active accelerator pedal that applies counterpressure against the driver's foot or a governor that restricts the vehicle's speed to the legal limit." Drivers can override or deactivate these admonishments, but the devices must default to their active state at startup.

Now California is looking to emulate the EU with legislation that would mandate in-car speed-warning devices [for driving more than 10 miles per hour over the speed limit — in "just about every 2030 model-year vehicle equipped with either GPS or a front-facing camera"].

The article cites statistics that 18% of those drivers involved in fatal crashes were speeding.

Although the projects director at the European Transport Safety Council also acknowledges the systems may struggle to identify speed limits from passing signs — and that their testing shows the systems generally irritate drivers, who often deactivate the systems...

Automatic Takeoffs Are Coming For Passenger Jets (cnn.com) 89

New submitter LazarusQLong shares a report: In late 1965, at what's now London Heathrow airport, a commercial flight coming from Paris made history by being the first to land automatically. The plane -- A Trident 1C operated by BEA, which would later become British Airways -- was equipped with a newly developed extension of the autopilot (a system to help guide the plane's path without manual control) known as "autoland." Today, automatic landing systems are installed on most commercial aircraft and improve the safety of landings in difficult weather or poor visibility.

Now, nearly 60 years later, the world's third largest aircraft manufacturer, Brazil's Embraer, is introducing a similar technology, but for takeoffs. Called "E2 Enhanced Take Off System," after the family of aircraft it's designed for, the technology would not only improve safety by reducing pilot workload, but it would also improve range and takeoff weight, allowing the planes that use it to travel farther, according to Embraer. "The system is better than the pilots," says Patrice London, principal performance engineer at Embraer, who has worked on the project for over a decade. "That's because it performs in the same way all the time. If you do 1,000 takeoffs, you will get 1,000 of exactly the same takeoff."

From a report: Of the 2.8m private cars registered in the Nordic country, 754,303 are all-electric, against 753,905 that run on petrol, the Norwegian road federation (OFV) said in a statement. Diesel models remain the most numerous at just under 1m, but their sales are falling rapidly. "This is historic. A milestone few saw coming 10 years ago," said OFV director Oyvind Solberg Thorsen. "The electrification of the fleet of passenger cars is going quickly, and Norway is thereby rapidly moving towards becoming the first country in the world with a passenger car fleet dominated by electric cars."

Cruise Robotaxis Return To the Bay Area Nearly One Year After Pedestrian Crash (techcrunch.com) 27

Cruise is returning to the streets of Sunnyvale and Mountain View for the first time since it paused operations in the Bay Area after a robotaxi struck a pedestrian in October 2023. From a report: The company said Thursday that it will put "several" vehicles driven by humans in the two cities that will initially perform mapping. The company said it hopes to progress to supervised AV testing of up to five robotaxis "later this fall."

"Resuming testing in the Bay Area is an important step forward as we continue to work closely with California regulators and local stakeholders," the company said in a post on X. "This will allow our local employees to engage directly with our product as they refine and improve our tech through R&D." The decision to bring Cruise's autonomous Chevy Bolts back to the Bay Area comes just a few months after the company reached a settlement with California's Public Utilities Commission (CPUC). As part of that deal, Cruise paid a $112,500 fine for failing to provide full information about the October 2023 crash.

House Committee Approves Bill Requiring New Cars To Have AM Radio (theverge.com) 303

The House Energy and Commerce Committee has approved the AM for Every Vehicle Act, which mandates that automakers include AM radio in new vehicles without additional charges. The Verge reports: The bill passed the committee on a roll-call vote of 45-2 and now heads to the full House for final approval. The bill, titled the AM for Every Vehicle Act, would direct the National Highway Traffic Safety Administration (NHTSA) to issue a rule that "requires automakers to maintain AM broadcast radio in their vehicles without a separate or additional payment, fee, or surcharge." Supporters say they are pushing the bill out of a concern that the slow demise of AM radio could make it more difficult to broadcast emergency information during a natural disaster or other related events. Conservatives are also worried about losing a lucrative platform for right-wing news and media. [...]

Automakers generally see AM radio as an obsolete technology, arguing that there are other, better technologies, such as internet streaming, HD radio delivered on FM bands, or some apps that provide AM content that will make up for the absence of AM radio in vehicles. Critics say the bill could also add to the costs of producing EVs at a time when many manufacturers are struggling to rein in their costs. "With a new mandate, [EV companies] will have to go through a significant powertrain redesign, vehicle redesign," Albert Gore, executive director of the Zero Emission Transportation Association, said in an interview earlier this year, "because of the degree to which electric motor generates this [electromagnetic] interference."

USPS' Long-Awaited Mail Truck Makes Its Debut To Rave Reviews From Carriers (apnews.com) 141

An anonymous reader quotes a report from the Associated Press: The Postal Service's new delivery vehicles aren't going to win a beauty contest. They're tall and ungainly. The windshields are vast. Their hoods resemble a duck bill. Their bumpers are enormous. "You can tell that (the designers) didn't have appearance in mind," postal worker Avis Stonum said. Odd appearance aside, the first handful of Next Generation Delivery Vehicles that rolled onto postal routes in August in Athens, Georgia, are getting rave reviews from letter carriers accustomed to cantankerous older vehicles that lack modern safety features and are prone to breaking down -- and even catching fire.

Within a few years, the fleet will have expanded to 60,000, most of them electric models, serving as the Postal Service's primary delivery truck from Maine to Hawaii. Once fully deployed, they'll represent one of the most visible signs of the agency's 10-year, $40 billion transformation led by Postmaster General Louis DeJoy, who's also renovating aging facilities, overhauling the processing and transportation network, and instituting other changes. The current postal vehicles -- the Grumman Long Life Vehicle, dating to 1987 -- have made good on their name, outlasting their projected 25-year lifespan. But they're well overdue for replacement. Noisy and fuel-inefficient (9 mpg), the Grummans are costly to maintain. They're scalding hot in the summer, with only an old-school electric fan to circulate air. They have mirrors mounted on them that -- when perfectly aligned -- allow the driver to see around the vehicle, but the mirrors constantly get knocked out of alignment. Alarmingly, nearly 100 of the vehicles caught fire last year, imperiling carriers and mail alike.

The new trucks are being built with comfort, safety and utility in mind by Oshkosh Defense in South Carolina. Even tall postal carriers can stand up without bonking their heads and walk from front to back to retrieve packages. For safety, the vehicles have airbags, 360-degree cameras, blind-spot monitoring, collision sensors and anti-lock brakes -- all of which are missing on the Grummans. The new trucks also feature something common in most cars for more than six decades: air conditioning. And that's key for drivers in the Deep South, the desert Southwest and other areas with scorching summers. [...] Brian Renfroe, president of the National Letter Carriers Association, said union members are enthusiastic about the new vehicles, just as they were when the Grummans marked a leap forward from the previous old-school Jeeps. He credited DeJoy with bringing a sense of urgency to get them into production. "We're excited now to be at the point where they're starting to hit the streets," Renfroe said.

GM and EVgo To Build 400 Ultra-Fast EV Chargers Across the US (insideevs.com) 77

An anonymous reader quotes a report from InsideEVs: General Motors is joining forces with EVgo, one of the biggest electric vehicle charging operators in the United States, to build 400 ultra-fast DC chargers nationwide to support the growing number of battery-powered cars hitting U.S. roads. To be clear, these are individual stalls, not charging stations. However, the two companies describe the new locations as "flagship destinations" which will feature 350-kilowatt DC chargers, ample lighting, canopies, pull-through spots and security cameras. Most locations will feature up to 20 ultra-fast charging stalls, but some will have even more -- good news for those crowded holiday road trips. GM and EVgo said the fancy new stations would be located near shopping areas offering dining, coffee shops and other amenities.

We don't know exactly where the new stations will be built, but EVgo mentioned that the "flagship destinations" will be deployed coast to coast, including in metropolitan areas in states like Arizona, California, Florida, Georgia, Michigan, New York and Texas. The stalls will be co-branded EVgo and GM Energy -- the automaker's charging and energy management division. The first new "flagship station" is expected to open next year. The new stalls will make use of EVgo's prefabrication approach which can reduce the total cost of a new station by 15% and the deployment time by 50%. Similar to Tesla's prefabricated Supercharger stalls, EVgo's ready-made structures come with stalls and accompanying equipment already mounted on a metal base plate which is transported from the factory to the charging site.

Human Drivers Keep Rear-Ending Waymos (arstechnica.com) 171

Waymo's driverless cars have a much lower crash rate than human drivers, with fewer than one injury-causing crash per million miles driven, compared to an estimated 64 crashes by human drivers over the same distance. As Ars Technica's Timothy B. Lee notes, a significant portion of Waymo's most severe crashes involved human drivers rear-ending the Waymo vehicles. From the report: Twenty injuries might sound like a lot, but Waymo's driverless cars have traveled more than 22 million miles. So driverless Waymo taxis have been involved in fewer than one injury-causing crash for every million miles of driving -- a much better rate than a typical human driver. Last week Waymo released a new website to help the public put statistics like this in perspective. Waymo estimates that typical drivers in San Francisco and Phoenix -- Waymo's two biggest markets -- would have caused 64 crashes over those 22 million miles. So Waymo vehicles get into injury-causing crashes less than one-third as often, per mile, as human-driven vehicles.

Waymo claims an even more dramatic improvement for crashes serious enough to trigger an airbag. Driverless Waymos have experienced just five crashes like that, and Waymo estimates that typical human drivers in Phoenix and San Francisco would have experienced 31 airbag crashes over 22 million miles. That implies driverless Waymos are one-sixth as likely as human drivers to experience this type of crash. The new data comes at a critical time for Waymo, which is rapidly scaling up its robotaxi service. A year ago, Waymo was providing 10,000 rides per week. Last month, Waymo announced it was providing 100,000 rides per week. We can expect more growth in the coming months.

So it really matters whether Waymo is making our roads safer or more dangerous. And all the evidence so far suggests that it's making them safer. It's not just the small number of crashes Waymo vehicles experience -- it's also the nature of those crashes. Out of the 23 most serious Waymo crashes, 16 involved a human driver rear-ending a Waymo. Three others involved a human-driven car running a red light before hitting a Waymo. There were no serious crashes where a Waymo ran a red light, rear-ended another car, or engaged in other clear-cut misbehavior.

Ford Seeks Patent For Tech That Listens To Driver Conversations To Serve Ads (therecord.media) 166

Ford is seeking a patent for technology that would allow it to tailor in-car advertising by listening to conversations among vehicle occupants, as well as by analyzing a car's historical location and other data, according to a patent application published late last month. The Record: "In one example, the controller may monitor user dialogue to detect when individuals are in a conversation," the patent application says. "The conversations can be parsed for keywords or phrases that may indicate where the occupants are traveling to." The tech -- labeled as "in-vehicle advertisement presentation" -- will determine where a car is located, how fast it is traveling, what type of road it is driving on and whether it is in traffic. It also will predict routes, speeds and destinations to customize ads to drivers, the application said.

The system could pull data from "audio signals within the vehicle and/or historical user data, selecting a number of the advertisements to present to the user during the trip," the patent application said. By monitoring dialogue between vehicle occupants the ad controller system can determine when to deliver audio versus visual ads, providing ads to drivers as they travel "through a human-machine interface (HMI) of the vehicle," the application said.

America's EV Charging Infrastructure Has Doubled In Less Than Four Years (carscoops.com) 104

The electric revolution has given way to a gradual transformation, but the groundwork is already being laid for the future. From a report: The Department of Energy recently highlighted this by noting the number of publicly available EV chargers has doubled since President Biden was inaugurated on January 20, 2021. According to the government, there are now more than 192,000 publicly available charging ports in the United States and around 1,000 are being added every week. The Department of Energy credited the Bipartisan Infrastructure Law as aiding the buildout, which is helping to bring charging infrastructure to rural, suburban, and urban communities.

The law provided funding for a $2.5 billion Charging and Fueling Infrastructure Discretionary Grant Program. A big chunk of that money is now heading out as the Biden administration recently announced $521 million in grants to support projects in 29 states as well as the District of Columbia and a few tribal areas. This will result in more than 9,200 charging ports being added, which means each one will cost roughly $56,630 -- although California's West Coast Truck Charging and Fueling Corridor Project also includes a hydrogen component.

Madrid Bans Hired E-scooters Over Safety Concerns (lemonde.fr) 55

Madrid City Hall said on Thursday it would ban all rental e-scooters from October because of the risk they pose to pedestrians, the latest city to make the move. From a report: "We are withdrawing authorization for companies hiring out scooters on the city's streets," the Spanish capital's conservative mayor Jose Luis Martinez-Almeida wrote on X. "Our priority is the... safety of the people of Madrid," he said, adding that the measure would "take full effect in October." The three companies currently with licenses to rent out e-scooters on the streets of Madrid -- Lime, Dott and Tier Mobility -- will now have to remove their devices. These firms "did not comply with the conditions we imposed to guarantee the safety of pedestrians, particularly the elderly," the mayor said. Madrid City Hall criticized the firms for not using technology to prevent e-scooters from driving or parking in prohibited areas and lacking the appropriate accident insurance.

Volvo Backtracks On 2030 EV-Only Pledge (electrek.co) 147

Volvo now says it will push back its deadline to sell only electric vehicles by 2030, citing the need for stronger government support. "The new plans call for 90 to 100% of global sales to be electrified, including EVs and plug-in hybrids (PHEVs)," reports Electrek. "The other up to 10% will be "a limited number of hybrids" if needed. By 2025, Volvo expects 50 to 60% of sales to be electrified." From the report: Volvo was one of the first automakers to set a 100% EV sales goal by 2030. The announcement was made over three years ago in March 2021. The plan was to sell only fully electric cars while phasing out "any car in its global portfolio with an internal combustion engine, including hybrids." [...]

Volvo has already launched five all-electric models: the EX40, EC40, EX30, EM90, and the EX90. After delivering its first model in January, the Volvo EX30 is already the third best-selling EV in Europe. Another five EVs are in development. However, Volvo said the shift comes as the charging infrastructure rollout has been out slower than expected, and government incentives have been withdrawn. Volvo is calling for stronger and more stable government policies to support the transition to EVs.

Volvo also adjusted its CO2 reduction goal. The company aims to reduce CO2 emissions per car by 65% to 75% by 2030 (using 2018 as a baseline). That's down from the previous 75% reduction target. Next year, Volvo aims for a 30 to 35% reduction (with 2018 as a baseline), down from 40%. The company is still working with suppliers to cut CO2 emissions across its value chain.
"We are resolute in our belief that our future is electric," said Volvo Cars CEO Jim Rowan. "An electric car provides a superior driving experience."

Despite this, "it is clear that the transition to electrification will not be linear, and customers and markets are moving at different speeds of adoption," Rowan explained.

VW Could Close Plants In Germany, Warns of 'Serious Situation' (axios.com) 72

An anonymous reader quotes a report from Axios: The German company says it may close plants in its home country amid what CEO Oliver Blume reportedly called "a very demanding and serious situation" for the European automotive industry. That would mark the first-ever German plant closures in the company's nearly nine-decade history. VW is facing a pair of competition-related challenges -- one outside its control, and the other of its own making. Chinese automakers are wresting market share away from VW in China, where it once held the highest share of any automaker. The company's China sales have fallen from 4 million in 2017 to an estimated 2.5 million in 2024, according to Dunne Insights analyst Michael Dunne. And its Chinese competitors are bringing cheap electric vehicles to VW's other critical market: Europe. Another part of the problem is that VW is a bloated company compared with its competitors, meaning it has less margin for error.

The company had some 684,000 employees in 2023. That's about 309,000 more than the ever-efficient Toyota, which sold about 2 million more vehicles than VW worldwide last year. The VW brand's profit margin fell from 3.8% in 2023 to 2.3% in the first half of 2024, moving in the wrong direction from the company's long-term target of 6.5%, according to Evercore ISI analyst Chris McNally. Hence the "drastic attempt to cut costs" as the company's bottom line suffers, McNally writes. But VW isn't just facing operational issues and increased competition in key markets -- it's also falling behind on technology. The company recently agreed to invest in Rivian to get help from the American startup on EV development despite having 40 times more employees than its new partner. And VW's long-awaited ID. Europe Jumps On the Train (elpais.com) 140

Night trains are experiencing a resurgence across Europe as travelers seek more environmentally friendly alternatives to flying. European Sleeper, a Dutch cooperative, recently launched a new overnight route from Brussels to Prague, extending its existing service to Berlin. The 13-hour journey traverses Germany in refurbished 1970s-era carriages, accommodating up to 600 passengers. Bart Poels, head of service, reports high demand with most routes fully booked through September.

Passengers are citing various reasons for choosing night trains, including reduced carbon footprint, city center-to-center convenience, and cost savings on hotel accommodations, El Pais reports. The diverse clientele includes executives, families, and retirees. This revival comes after years of decline in night train services. Austrian railway OBB's Nightjet brand, launched in 2016, has also sparked renewed interest in overnight rail travel. The COVID-19 pandemic further accelerated the trend as travelers sought alternatives to flying. European officials are supporting the expansion of cross-border rail connections. The European Commission has backed pilot projects for more frequent and affordable services, while the European Investment Bank has provided loans for new equipment purchases.

What's Holding Back America's Move to Electric Cars? (theverge.com) 430

"Let's get one thing out of the way," writes the Verge's transportation editor. Contrary to what you may have heard about U.S. sales of electric vehicles — sales are up. [Consumer insights company] JD Power is projecting that 1.2 million EVs will be sold in the US by the end of 2024, an increase over 1 million sold last year. That's 9 percent of total vehicles sold, which has been revised down from a previous prediction of 12 percent... Overall, an additional 35,000 battery-electric vehicles were sold in the first seven months of 2024 as compared to last year, JD Power says.

That includes hybrids and PHEVs, which I think gets at the root of the problem. Those who were expecting an even swap — battery-electric for internal combustion — didn't anticipate the popularity of hybrids in the market. If anything, hybrids are cannibalizing EV sales, giving the pure-battery electric vehicles more competition than anticipated. But in retrospect, it makes sense. What better response to "range anxiety" than a vehicle that, in a sense, operates as an electric vehicle until the battery runs out, and then switches over to gas...?

EVs are still too expensive, giving potential buyers sticker shock. According to data from Kelley Blue Book, the average transaction price for an electric car in July 2024 was $56,520. Meanwhile, the average gas-powered vehicle is selling at $48,401. There's also a depreciation problem. New research out of George Washington University finds that older EVs depreciate in value faster than conventional gas cars. Some even lost 50 percent of their resale value in a single year. The upside is that newer models with longer driving ranges are holding their value better and approaching the retention rates of many gas cars.

The charging experience is still wildly out-of-sync for most people. Either it's the single most satisfying thing about owning an EV or it's the worst. And the distinction is usually between people who live in houses and can install a home charger in their garage and those who live in an apartment building or multi-unit housing and have to rely on unreliable public chargers... But JD Power is optimistic about where that's heading, especially as public satisfaction is growing in both Level 2 and DC fast charging over two consecutive quarters. The Biden administration also continues to make massive investments in public charging, which should slowly ease the experience of public charging from "soul-sucking" to "honestly whatever."

The article concludes that the EV industry needs patience and flexibility. But more than that, it "needs to slow it down with the six-figure, luxury pickups and SUVs and start offering more low-cost compact cars and sedans."

Inside Boeing's Factory Lapses That Led To the Alaska Air Blowout (seattletimes.com) 52

Remember when a door-sized panel blew off a Boeing aircraft back in January? The Seattle Times reports that the "door plug" incident "was caused by two distinct manufacturing errors by different crews" in a Boeing assembly plant in Renton, Washington last fall. (And that Boeing's quality control system "failed to catch the faulty work.")

But the details tell a larger story. The newspaper bases their conclusion on "transcripts of federal investigators' interviews of a dozen Boeing workers, synchronized with an internal Boeing document obtained by The Seattle Times," tracing the whole history of that panel's production. Within a day of its fuselage arriving at the factory, "a small defect was discovered: Five rivets installed by Spirit on the door frame next to the door plug were damaged." That day, the Friday before the Labor Day weekend, repair of those rivets was handed to Spirit, which has contract mechanics on-site in Renton to do any rework on its fuselage. In the meantime, inspectors gave mechanics the OK to install insulation blankets, which covered the door plug. By the following Thursday, a Spirit mechanic had logged an entry in the official Federal Aviation Administration-required record of this aircraft's assembly — the Common Manufacturing Execution System or CMES, pronounced "sea-mass" by the mechanics — that the rivet repair was complete: "removed and replaced rivets." But that day, a Boeing inspector responded with a scathing rebuttal, stating that the rivets had not been replaced but just painted over. "Not acceptable," read the work order. On Sept. 10, records show Spirit was ordered a second time to remove and replace the rivets...

["Shipside Action Tracker"] entries show that after several days, the still-unfinished work order was elevated to higher-level Boeing managers. On Sept. 15, Boeing cabin interiors manager Phally Meas, who needed the work finished so he could get his crew to install cabin walls and seats, texted on-site Spirit manager Tran Nguyen to ask why the rivet work hadn't been done, NTSB interview transcripts show. Spirit mechanics couldn't get to the rivets unless the plug door was opened, Nguyen responded. He sent Meas a photo from his phone showing it was closed, according to the transcripts. It wasn't Spirit's job to open the sealed door plug. Boeing's door team would have to do that, the records show. "He kept asking me how come there wasn't work yet," Nguyen told the NTSB. "The door was not open. That's why there wasn't work yet."

By Sept. 17, the door was still closed, the rivets still unrepaired. The job was elevated again, to the next level of managers. On that day, according to the SAT record, senior managers worked with Ken McElhaney, the door crew manager in Renton, "to determine if the door can just merely be opened or if it needs removal...." [On September 18] at 6:48 a.m., a Boeing mechanic identified as a Door Master Lead texted a young Trainee mechanic on his team to come to the Alaska jet and open the door. The NTSB interviewed but did not name the Trainee or the Door Master Lead, who had almost 16 years at Boeing.

Filling in for the veteran mechanic on vacation, the Trainee was perhaps the least equipped to do this atypical job. He'd been at Boeing for about 17 months, his only previous jobs being at KFC and Taco Bell. "He's just a young kid," the Door Master Lead said...
