LG To Ban Residential Proxies From Smart TV Apps (krebsonsecurity.com) 52

An anonymous reader quotes a report from KrebsOnSecurity: The home appliance giant LG Electronics USA said this week it plans to suspend any apps built for its smart TVs that turn one's television into an always-on residential proxy node. The move comes less than a month after researchers found that more than 42 percent of games and other apps available for download on LG's webOS store allow unknown third-parties to route their Internet traffic through a user's TV. On July 2, [KrebsOnSecurity] featured research by the security firm Spur that examined the prevalence of residential proxy software development kits (SDKs) in smart TV apps. Spur found more than 42 percent of apps available for download on LG smart TVs include SDKs that turn one's television in a proxy node indefinitely, and that more than a quarter of the apps made for Samsung's Tizen operating system had similar residential proxy components.

Responding to questions about Spur's research, LG Senior Vice President John Taylor told KrebsOnSecurity the company was working with app developers to remove the residential proxy option from their apps on the webOS platform. Developers that fail to comply, he said, will find their apps suspended. "A residential proxy network is not an intended use for LG smart TVs, and LG Electronics is working with developers to remove the residential proxy option from their apps on the webOS platform," Taylor said. "If this option is not removed, these apps will be suspended." Taylor said LG is committed to keeping residential proxy networks out of its smart TV apps going forward, and that the company's review of those apps is "well underway now."

"As part of our ongoing efforts to enhance platform quality and the user experience, LG will continue to strengthen our evaluation process for developer-submitted apps, including those that incorporate residential proxy SDKs," Taylor wrote in an emailed statement. [...] "A one-time consent prompt buried in a TV app is not a substitute for meaningful transparency, ongoing control, and platform oversight," Spur's Trevor Sutter wrote. "The risk is amplified when consent comes from individuals within the household who use the device but shouldn't give consent, such as minors."
LG is also facing criticism for monitors that automatically install software promoting paid McAfee subscriptions through Windows Update without user approval.

US Government Warns That Russia State Hackers Are Coming After Your Router (arstechnica.com) 76

CISA and allied governments are warning users to secure their routers as Russian state-backed hackers continue compromising the devices and turning them into proxy nodes to disguise attacks against critical infrastructure. The advisory urges users to disable outdated SNMP versions, use strong passwords, update firmware, and turn off unnecessary router services to reduce the risk of being swept into these botnets. Ars Technica reports: "Russian Federal Security Service (FSB) Center 16 cyber actors continue to exploit poorly configured and vulnerable networking devices worldwide, opportunistically compromising multiple critical infrastructure sector networks," the Cybersecurity and Infrastructure Security Agency said Monday. The hacking groups are tracked under various names, including Berserk Bear, Energetic Bear, Crouching Yeti, Dragonfly, Ghost Blizzard, and Static Tundra. The advisory was co-issued by governments from around the world, including Australia, Denmark, New Zealand, and the UK.

The primary means of compromise the agency warned about was hackers scanning IP ranges with active Simple Network Management Protocol (SNMP) agents that accept common or default authentication credentials. These scans are run by the very sorts of router botnets the actors are trying to enroll the targeted device in. By sending malicious traffic from spoofed addresses, the hackers can use the SNMP agent on poorly configured routers to run malware. SNMP allows users to collect and organize information about managed networking devices or to modify that information to change device behavior.

With control of a device, the hackers then use it as an exit node when probing or attacking targets in the communications, defense, energy, financial services, and government sectors. By funneling the malicious traffic through a benign-appearing device on a trustworthy IP address, the attackers are able to lower the chances of getting blocked by firewalls and other security defenses. Monday's advisory made no mention of identical operations carried out in recent years by China. So-called residential proxies are also a go-to tool used by financially motivated criminal hackers to obscure their true IP address. In many cases, these sorts of proxies are made up of millions of streaming devices that are sold with preloaded malware.

Why 55% of Americans Stopped Posting On Social Media (pcmag.com) 107

A new Incogni survey suggests Americans are pulling back from social media, with more than half saying "maintaining an online presence feels like work" and 55% reporting they post less than they did five years ago. "The full study concludes that there's been a significant shift in public attitudes toward social media," reports PCMag. "Where it was once fun and relaxing, it's now growing dark and angsty..." From the report: As the chart shows, there's also a clear correlation with age. A full 60% of Gen Z respondents feel the pain of maintaining a social presence. Perhaps they have a niggling hope that they might still be discovered as an influencer? Those of us in the Boomer category are clearly more relaxed about it, with just 38% saying that maintaining a social presence feels like work. The survey quizzed respondents about how they feel when they don't keep up with checking their socials and, by extension, how they'd feel if they just plain quit. They were given choices, both positive (peace, relaxation, and relief) and negative (anxiety, fear of missing out, and discomfort).

Overall, positive reactions held slightly greater sway, with an average of about 21% compared with 19% for negative reactions. The Gen Y contingent accentuated that split, with 25% positive and 21% negative, while Gen X went even further, with 20% positive and just 13% negative. But the Gen Z group flipped the results, identifying 27% negative and 26% positive reactions to going without social media.

There's another force pushing folks away from the socials: increasing politicization. Of the survey's respondents, 44% agreed that political content is driving people away from social media, and only 20% disagreed. Among Gen Z respondents, the impetus was stronger: 48% agreed, and just 13% disagreed. These negative feelings associated with politics only serve to highlight the positive reactions to deleting your social media.

Are you posting less on social media than you did five years ago, and are you being more selective about who can see what you post? Then you're with the majority. More than half of the respondents answered yes to each of those questions. But would you ever parlay fewer posts into no posts (aka quit posting entirely)? When asked what it would take to finally get them to terminate a social media account, a die-hard group of one in six respondents said there's nothing that could make them quit. But more than half could picture quitting due to security concerns, and almost half accepted the possibility that harassment or hate speech could send them packing. Others cited the amount of time wasted on scrolling through social media and the mental health threats of doomscrolling.

America "is facing what's projected to become the largest labor shortage in its history," according to experts interviewed by the Washington Post: Economists warn that the worsening labor problem, due in part to a skills shortage and population shifts, will be vast and reach beyond tech. It "could hobble the American economy for years to come," predicts the Georgetown University Center on Education and the Workforce. Lightcast, a labor market data company, calls it "the largest labor shortage the country has ever seen." JPMorgan Chase warns of a national security risk from "a pervasive talent deficit that constrains the nation's capacity to build, compete, and protect its interests." There will be shortages in the tens or even hundreds of thousands of nurses, physicians, teachers, engineers, pharmacists, mental health counselors, construction worker and airplane mechanics — jobs AI generally can't do...

Among the trends that have been leading to this moment: a mismatch between the careers college graduates are pursuing and the jobs employers are struggling to fill. Far fewer students are majoring in health care fields than are needed to meet demand, for instance. "We have pumped so many young people into business and finance" when what's really in demand are graduates in other fields, [said Ron Hetrick, Lightcast's principal economist]. "It's like a factory producing these workers like widgets, even though society is saying, 'We really don't need them.' And the factory just keeps pumping them out." But the principal reason for the looming workforce shortages is much more basic. A protracted decline in birth rates is coinciding with a record wave of retirements, data shows.

From 2024 to 2032, when the last baby boomers sign up for Social Security payments, more than 18 million college-educated workers will leave the labor force while fewer than 14 million enter it, according to the Georgetown center. Meanwhile, even as the number of people with associate and bachelor's degrees falls, the number of jobs requiring them will grow, the center forecasts. That will leave a gap of 4.6 million workers. Lightcast puts the deficit at an even higher 6 million... The effect of population shifts on the supply of talent, with or without degrees, has been compounded by a drop in the proportion of high school graduates choosing to go to college, a sharply reduced rate of immigration, and a growing number of Americans leaving the workforce altogether because of such issues as lack of child care, early retirement, incarceration and substance addiction, according to the Chamber of Commerce.

Although a campaign for a new tax on billionaires has convinced some ultra-rich residents to shift to other states and businesses often complain that high property and energy costs and an anti-business regulatory regime make it too tough to make money in the state, the inability of the top talent, companies and investors in AI to set up elsewhere shows California's enduring attraction.

The state's economy grew 5% last year to a record $4.25 trillion, making it larger than every country other than the U.S., China and Germany. It is home to nearly 400 billion-dollar startups — more than any other state, according to CB Insights... Among metropolitan regions, Los Angeles ranked behind only Silicon Valley and New York, which attracted $98 billion and $11.5 billion in venture investment, respectively... How Tech Scammers Conned Four People Out of $673,000 in Three Days (peninsuladailynews.com) 54

USA Today reports on a Facebook post from a Washington state sheriff's office: Four residents of Clallam County, a coastal region west of Seattle along northern Washington's peninsula, lost more than $673,000 in just three days, according to the Clallam County Sheriff's Office... The smallest amount lost was $3,500, which someone purchased in Apple gift cards for a scammer posing as an employee with Microsoft technical support, the sheriff's office wrote. Another person lost $50,000 after they clicked on a malicious email and unwittingly granted the scammers access to their financial accounts.
The local Peninsula Daily News reports another scam involved a 64-year-old resident who attempted to contact Coinbase after seeing their account displayed shown as closed: "Believing they were speaking with a legitimate Coinbase representative, the victim was told there was fraudulent activity on the account and was instructed to download a 'rescue' application," the [sheriff's] release states. "The application allowed the scammer to remotely access the victim's phone." They then convinced the victim to transfer approximately $200,000 worth of cryptocurrency to what was described as a secure wallet. The funds were instead transferred to the scammer and could not be recovered...

In one scam, reported Monday, an 84-year-old Clallam County resident believed they had received an email from their daughter with a photo. After opening the email, a fake Microsoft security alert appeared on the computer directing the victim to call a support number, according to the release. "The victim was transferred to someone claiming to represent the Federal Trade Commission (FTC) and was falsely told they were under investigation in a child pornography and money laundering case," the release states. "The scammers instructed the victim not to contact local law enforcement and claimed local banks were also under investigation. The victim was told their bank accounts were in danger of being seized and was instructed to purchase gold to protect their assets." In three separate transactions, the victim purchased approximately $420,000 worth of gold and gave it to an unknown man waiting at the end of their driveway.

"Only after speaking with bank officials did the victim realize they had been defrauded," the release states.

USA Today offers this advice from the sheriff's press release. "These criminals are professional manipulators who prey on fear, trust and urgency. We encourage everyone to pause before sending money, purchasing gold or gift cards, or transferring cryptocurrency. A simple phone call to a trusted family member, your bank or local law enforcement can prevent a life-changing financial loss."

FSF 'LibreLocal' Organized From Prison by Iranian Man Jailed for 'Cyber-Crimes' After Promoting Free Software (fsf.org) 5

Thursday the Free Software Foundation blogged about this year's 47 'LibreLocal 2026' meetups, highlighting 10 that took place in Australia, Mexico, the United States, New Zealand, Cameroon, Switzerland, Spain, Argentina, China, and Iran. "Far from each other in many parts of the world, they came together around one unifying belief: free software." We envisioned LibreLocal as a collage of in-person community meetups that would bring people together to swap ideas, learn from each other, and celebrate free software. When we asked the free software community to organize LibreLocals last year, the response was very inspirational: 29 different meetups were hosted. After we made the global call this year, we were greeted with an even more enthusiastic response... Organizers hosted LibreLocals in cafes, bars, restaurants, libraries, universities, a computer repair shop, and even as part of a field trip to the System Source Museum, a museum dedicated to the history of computing in Hunt Valley, Maryland, USA.

We also learned that a LibreLocal was organized inside Vakil Abad Prison in Mashhad, Iran by a free software supporter. Originally planned to be held in Shiraz, we were informed of this change in location on the LibreLocal wiki page set up for listing all LibreLocals. The updated entry, by another free software supporter in Iran, reads:

"This year, one of our dedicated activists organized a LibrePlanet event from within prison in Iran. Currently serving a sentence for "cyber-crimes" related to his promotion of free software, he continues to introduce the principles of software freedom to his fellow inmates. We have placed this banner to honor his resilience and the community of individuals in prison who continue to stand for technological freedom. His identity will be revealed when it is safe to do so."

Advocating for user freedom should never result in a prison sentence. We especially admire and respect the bravery and strength of those who fight for software freedom in the most dangerous and oppressive of environments.

50 people attended the LibreLocal meetup in Switzerland, according to one of the organizers, "forging connections between several local free software stakeholders and strengthening their cohesion." But the FSF's blog post stresses these are "ten stories among many more of free software supporters from across the globe... Trump's 'Made In the USA' Phone Is Just a Reskinned HTC U24 Pro (ifixit.com) 153

Longtime Slashdot reader necro81 writes: The heavily promoted, $499 T1 "Trump Phone" was originally said to be "Made in the USA" and ship in September 2025. Later, that was downgraded to "Assembled in the USA." Given the Trump Organization's lack of engineering or supply chain expertise, many assumed the "T1" would just be a private-label phone made by someone else. After a number of delays, the first phones are finally shipping.

iFixit has performed a teardown and concluded that the T1 is a just gold-painted 2024 HTC U24 Pro -- a device from a Taiwanese company, probably using mainland China design and supply chains. In collaboration with NBC News, the iFixit team examined both phones using CT scans, side-by-side teardowns, and even reassembled a working T1 using a U24 Pro main board. As for "assembled in the USA," that may be true, in the same sense that your phone's repairman can "assemble" a phone from a handful of subassemblies sourced from someone else. Or it may have been assembled in Guangdong, China like the other U24 Pros.

iFixit sums it up: "What you have is not an 'American-Proud Design,' but a phone designed in China, made in China, with the vast majority of parts sourced from China. I'm failing to find any stirring of American pride within me. I've certainly felt it before, so I can confirm that it is absent at this time."
Quinn Nelson of Snazzy Labs on YouTube also published a comprehensive video of his experience ordering, unboxing, and tearing down the phone. Study Links Smartphones With Declining Fertility Rates (ktla.com) 155

Two recent studies argue that smartphones may have contributed to falling birthrates by reducing in-person social interaction, sexual frequency, and other conditions tied to unintended pregnancies. "One of the studies published in May is called 'The Collapse of Teen Fertility in the Digital Era' and the other, published just Monday, is titled 'Is the iPhone Birth Control? Causal Evidence from AT&T's 2007-2011 Carrier Monopoly,'" reports KTLA. "Both were chronicled in a New York Times piece by political writer Sabrina Tavernise on Monday." Slashdot reader sabbede submitted the story. From the report: The one from May, authored by two University of Cincinnati professors, posits that teen fertility "collapsed globally" starting around 2007 -- the same year the first iPhone was released. "Smart phones changed how teens spend time with each other ... this change in turn drove the collapse in teen fertility," the study's abstract reads. "Once enough teens are on the phone, being on the phone is where the peer network is; in-person time falls sharply, and with it the unstructured contact in which most unintended teen conceptions occur." The study claimed that countries "across the income and policy spectrum" were affected by the teen fertility drop, and that researchers used data from multiple countries, including the U.S., England and Wales, to rule out "country-specific contraceptive access and welfare reform stories." "This model predicts that the shift towards the phone-mediated equilibrium affects multiple aspects of teen behavior," the abstract continues, concluding that "the same instrument that produces a collapse in teen fertility produces a surge in teen suicides."

The study published on Monday looks more closely at the United States, explaining that nationwide general fertility rates have fallen 22% since 2007. "[This is] a sustained decline not readily explained by economic conditions, contraceptive use, housing or childcare costs, or other commonly cited factors," the National Bureau of Economic Researchers study states. "We assess the potential role of a different shock: the diffusion of the smartphone." As mentioned before, the first iPhone was rolled out in 2007, and this study makes use of that timeframe as "a natural experiment" by using data from 2007 through 2011, when iPhones were only sold on AT&T. "From June 2007 through February 2011, the device was sold only on AT&T, allowing us to identify its effect from variation in AT&T's mobile broadband coverage," the study says. "Entropy-balanced Poisson and synthetic difference-in-differences event studies imply that access to the iPhone reduced births by 4.5-8.0% at ages 15-19 and 3.2-6.6% at ages 20-24, with statistically significant but smaller declines among older cohorts. Placebo analyses applied to Verizon and Sprint's pre-2011 coverage footprint are null.

Taken together, these cohort effects imply that the diffusion of the iPhone deepened the decline in births among women under 30 while suppressing the rise in births among older women." "Overall, the diffusion of the iPhone explains 33-52% of the decline in the general fertility rate among women aged 15-44," researchers continued. "National-survey evidence on time use and sexual behavior is consistent with the iPhone reducing in-person interactions, increasing pornography use and reducing sexual frequency."

Solar Beats Coal In the US For the First Month Ever 101

An anonymous reader quotes a report from Electrek: Solar generated more U.S. electricity than coal for the first month on record in May 2026, according to new analysis from global energy think tank Ember. Solar supplied 12.8% of U.S. electricity during the month, while coal dropped to 12.2%. That's a dramatic shift in the U.S. power mix. Just five years ago, coal generated 19.7% of U.S. electricity in May, while solar accounted for only 5.4%. U.S. solar generation hit a record 45.5 terawatt-hours (TWh) in May 2026, up 17% from May 2025 and higher than the previous record set last July. Ember says another record could be broken again this summer.

Solar output usually peaks in June or July, but its share of the electricity mix is often highest in spring, when strong sunshine lines up with milder temperatures before summer cooling demand ramps up. May was also the first time solar became the third-largest individual source of electricity in the U.S., behind only natural gas and nuclear. (If solar is included with all other renewables, then they're the second-largest source of electricity as an overall category of electricity.) Meanwhile, coal keeps sliding (and will continue to slide). Coal generation hit an all-time monthly low of 39.3 TWh in April 2026. Output rose slightly in May to 43.4 TWh, but it was still 11% lower than May 2025 levels. Even with that small rebound, coal couldn't keep pace with solar's rapid growth.

Texas Grid Flags Risks As Data Centers, Crypto Sites Fail Voltage Tests (reuters.com) 105

Reuters reports: Several large data centers and crypto facilities planning to connect to the Texas power grid ahead of peak summer demand have failed key reliability tests, raising the risk of power outages just as electricity use hits its seasonal high, according to the state grid operator... Unlike traditional industrial customers, which tend to draw electricity steadily and predictably, data centers are engineered to cut their connection to the grid at the first sign of trouble to protect their equipment and keep services running. That makes them an unpredictable and potentially destabilizing force on grids already under pressure from rising demand. Four groups of unnamed large electricity users, including data centers, abruptly disconnected from the Texas grid during a test of how they would handle routine voltage disturbances, the Electric Reliability Council of Texas (ERCOT) said in a report dated May 21.

When large customers abruptly cut their power use, it can knock the grid off balance and trigger wider outages. ERCOT, which manages electricity for most of Texas, said it reviewed about 20 gigawatts of large customers seeking to connect to the system, including eight projects totaling roughly 3.9 gigawatts aiming to start up before July 1. It said it identified four groups of large power users that could each trigger more than 5,000 megawatts of demand tripping under certain fault conditions, based on simulations of transmission system disturbances. Those abrupt drops in demand were equivalent to the electricity consumption of a large city such as Boston.

U.S. Senator Bernie Sanders announced a plan for the public to take a 50% ownership stake in AI companies, remembers the Associated Press.

And then OpenAI's Sam Altman "told Sanders that he, too, wants the public to have equity in AI companies." Though the CEO said he couldn't support Sanders' threshold of 50%, he nonetheless wanted to work with him to advocate for the general idea, according to people with knowledge of the conversation. The nearly hourlong meeting in Sanders' Senate office this week, held at Altman's request, highlighted the inherent tension between AI powerhouses and policymakers as Americans are increasingly asked to accept the costs of the AI boom even as they remain unconvinced of its direct benefits.

Yet it's also creating odd political bedfellows fueled by populism as politicians from Sanders to President Donald Trump embrace giving the public a stake in AI's growth. Speaking to reporters on Air Force One on Friday, Trump described a potential partnership "where the American people can benefit from the success of AI" and said executives from leading AI companies will visit the White House, "probably next week," to discuss the idea.

The US Military Quietly Turned GPS Into a Global 'Numbers Station,' Evidence Suggests (404media.co) 49

A security researcher says evidence suggests the U.S. military has been using an obscure GPS message field for nearly 20 years to broadcast encrypted key-distribution data, effectively turning GPS satellites into a global "numbers station." The hidden-looking 176-bit messages appear tied to the Pentagon's Over-the-Air Distribution system for remotely updating cryptographic keys, meaning ordinary GPS receivers may have been receiving the traffic all along without anyone outside the military noticing. The findings have been detailed by Steven Murdoch, an information security expert, in a new article in Inside GNSS. 404 Media reports: [...] From the beginning, he suspected that the subframe field contained encrypted transmissions because the data was so random. "Random data is actually very unusual to get in nature," Murdoch said. "If you see it, either it's been carefully designed to be random -- but then, why is someone sending out random data? -- or it's encrypted data. I thought encrypted data is by far the most likely explanation." He returned to the subframe on and off over the years, and solicited guesses about its content on Stack Exchange in 2023. Ahmed Kamruddin, a master's student at UCL, developed the project further in 2025. Then, this year, Murdoch put the last pieces of the puzzle together over several weeks by analyzing open archive Global Navigation Satellite System (GNSS) recordings collected since 2007 and kept by GFZ Helmholtz Centre for Geosciences.

This dataset included more than 12 million observations of Subframe 4, Page 17, yielding 3,994 unique 176-bit messages. Within this corpus, Murdoch pinpointed key-repeating "sentinels" including a pattern that appeared in February 2010 and was broadcast on and off across dozens of satellites for more than a decade. Murdoch discovered that this particular sentinel was transmitted by all 31 operational satellites within a window of a few hours on May 26, 2011, potentially heralding the activation of a new operational system. He confirmed that this timeline coincided with the rollout of the military's Over-the-Air Distribution (OTAD) and the Over-the-Air Rekeying (OTAR) by cross-referencing declassified documents, including a 2015 presentation about the dates of the operation.

"There was a perfect match between the timeline and that presentation and the change points that were automatically identified from the data," Murdoch said. "That was the smoking gun that made me think: This is what it's for." These automated systems replaced the cumbersome manual distribution of cryptographic keying material, allowing military GPS receivers around the world to be rekeyed remotely through satellite broadcasts rather than through onsite procedures. For the next 11 years, this expansive rekeying operation was overlooked in public GPS data. In 2022, the system entered a new phase, according to Murdoch's analysis. The shift was characterized by a slowing in the message rotation rate. Later, in December 2023, broadcasts carrying a distinctive "TEXT" prefix emerged then gradually spread across the constellation.

Murdoch isn't sure what explains the recent transition, though it could be a possible modernization of the infrastructure or the introduction of a new protocol. But to him, the bigger takeaway is that the signals were always available for anyone willing to take a closer look, a discovery that suggests that there could be more revelations hidden for the cryptographically curious among us. "Every receiver in the world decodes Subframe 4, Page 17," Murdoch said in his new article. "Almost none of them have ever looked at it. The lesson generalizes: There is more to learn from the bytes already arriving at our antennas than from the bytes we wish were specified differently. The data are publicly available. 340 Local News Outlets Now Blocking the Internet Archive (techdirt.com) 31

An anonymous reader quotes a report from Techdirt: Earlier this year Nieman Lab broke the story that major news publishers, including The New York Times, The Guardian, and USA Today Co., had started blocking the Internet Archive for fear that AI companies might scrape the nonprofit's repositories for training data. As one of the last bastions of archival history, that is, in case you're not aware, not very good for the public interest. Four months later and Nieman Lab now notes that the number of news outlets blocking the archive has soared to around 340 organizations:

"Our new analysis shows that more than 340 local news sites across the United States are now limiting the Internet Archive's ability to access and preserve their stories. Many sites in our sample are owned by five of the seven largest local news publishers in the country: USA Today Co., McClatchy, Advance Local, MediaNews Group, and Tribune Publishing. The latter two are both subsidiaries of the "vulture hedge fund" Alden Global Capital."

[...] Regardless of motivation, hiding whatever local news remains behind paywalls, then blocking it from the Internet Archive, in turn makes it harder for everyone else to do real journalism that relies on the historical record, local journalists tell Nieman Lab: "I cover news within a larger news desert in New York's Rockland, Sullivan, and Rockland counties. This means I need to heavily rely on archival data of old news articles from now deceased, or zombie-fied, media outlets," wrote B.J. Mendelson, the editor of The Monroe Gazette newsletter, in one recent petition signed by over 200 journalists. "Without the Internet Archive, my [work] would be incredibly difficult to do."
The Internet Archive says it is listening to the concerns raised by local news outlets, while also partnering with journalism groups to train hundreds of newsrooms on archival preservation: "In December, the Internet Archive partnered with the Poynter Institute and Investigative Reporters and Editors to train a cohort of 33 local and national news outlets on how to develop and implement an archiving strategy. The initiative, funded through a Press Forward grant, aims to train 300 newsrooms in digital preservation and in using the Internet Archive's services by the end of 2027."

Supreme Court Sides With Trump Administration On Federal Regulation of Telecom Companies (apnews.com) 73

An anonymous reader quotes a report from the Associated Press: The Supreme Court sided with the Trump administration Thursday in upholding the power of federal regulators to enforce data privacy laws on telecommunications companies. The 8-1 decision (PDF) preserved one of the Federal Communications Commission's key tools, though the companies also won a concession from the Republican administration that could shift the regulatory landscape.

The appeal from telecommunications giants Verizon and AT&T challenged a combined $100 million in penalties imposed after the agency determined that the companies had failed to safeguard customer location data. The companies argued that the FCC's process was unconstitutional because it gave them little opportunity to tell their side of the story in front of a jury. The administration defended the fines are an essential regulatory tool. But the government also said companies did not have to pay the penalties right away, a regulatory shift in the companies' favor.

The Supreme Court agreed, affirming the FCC's power to order fines when challenges are still available. "The orders at issue did not settle the carriers' legal obligations because, stated simply, they did not create an obligation to pay," Chief Justice John Roberts wrote for the majority. [...] Other agencies use similar enforcement methods, so a sweeping victory for AT&T and Verizon could have had widespread effects, advocates said.

Trump Administration to Dismantle Ocean Monitoring System 180

The Trump administration is moving to dismantle the National Science Foundation's $368 million Ocean Observatories Initiative, a network of more than 900 deep-sea instruments used to monitor ocean currents, marine ecosystems, carbon absorption, heat waves, fisheries, coastal flooding, and climate change. The NSF said it would send ships in June to begin the removal of the instruments anchored off Oregon, Washington, Alaska, North Carolina, and an area between Greenland and Iceland known as the Irminger Sea. The New York Times reports: The ocean observation system began operating in 2016 and was expected to continue for 25 years. Jim Edson, a marine meteorologist who led the Ocean Observatories Initiative, called it "the world's most advanced continuously operating ocean observing systems." When it was first proposed, the science foundation said it was important to have a long-term presence at scientifically important sites in the Atlantic and Pacific oceans. Removing the instruments could take 15 months. Seismic instruments positioned around an active underwater volcano off Oregon will continue operating until 2028.

Each observation station consists of several moorings that secure long arrays of devices connected to wires. The devices measure ocean currents as well as chemical and biological conditions from the water's surface down thousands of feet. The instruments were hardened to resist the pressure of the deep ocean, corrosive seawater as well as marine plants and animals that can foul electronics. Remotely controlled robotic vehicles and gliders around the moorings collect and transmit data to research laboratories.

It cost $48 million annually to operate the network. The Trump administration repeatedly tried to shutter it, proposing to cut its funding by 80 percent in both 2025 and again in 2026. Congress pushed back, restoring the money. To try to reduce costs, managers turned off some of the instruments and collected less data, according to a December 2025 presentation about the observatories at the annual meeting of the American Geophysical Union, a nonprofit organization of scientists. Still, the science foundation moved ahead to decommission the observatory network.

Google Requests Permission to Release 32 Million Mosquitoes In California and Florida (theguardian.com) 106

Google has asked the EPA for permission to release up to 32 million sterile male mosquitoes in California and Florida over two years. The effort is part of the company's Debug program, which uses Wolbachia-infected males to reduce populations of disease-spreading Aedes aegypti mosquitoes. Google cites a similar approach in Singapore that helped suppress mosquito populations and reduce dengue cases. The Guardian reports: As part of its successful "Debug" program, Google is tapping into its tech expertise to raise an army of sterile male mosquitoes to lower the number of illness-spreading bugs. Mosquitoes -- the world's deadliest animal -- kill more people than any other creature in the world every year by spreading lethal diseases such as dengue, West Nile virus, Zika, chikungunya and malaria.

A notice (PDF) from the federal register shows the US Environmental Protection Agency (EPA) is reviewing Google's request to release up to 16 million mosquitoes annually, in Florida and California, over the span of two years. The EPA will decide whether to greenlight Google's request for an experimental use permit after a public comment period, which ends on 5 June.

Male mosquitoes don't bite or carry disease. One of the main approaches Google is testing involves rearing male mosquitoes with a naturally occurring bacteria, called wolbachia, which stops them from having offspring with wild female mosquitoes. When an infected male tries to mate with a wild female, her eggs won't hatch; Google explains in a blog post: "the population gets smaller with each generation."

US, Australia, and UK Plan New Unmanned Vehicles to Protect Undersea Data Cables (cnn.com) 15

"Around 570 cables (plus a further 80 planned) carry between 95% and 99% of the world's intercontinental telecommunications data," reports CNN (since fiber cables offer speeds of terabits per second, carry much more data than satellite links). And "networks of green energy cables carrying electricity are also starting to sprawl across the world's seabeds."

Now to protect them, the U.S., Australia and the U.K. "are planning to develop new unmanned undersea vehicles" as part of their trilateral security partnership. Western governments see a growing risk of Russian and Chinese sabotage of undersea cables and are also concerned that Iran may seek to exploit the many data networks running through the shallow waters of the Persian Gulf. The "seabed is a battlefield" said Australia's Defence Minister, Richard Marles, in Singapore, calling for tougher action against so-called shadow-fleet vessels... The programme will improve the three nations' reconnaissance and strike capabilities, "and bolster superiority in anti-submarine and anti-surface warfare," as well as mine countermeasures, [according to a statement from their trilateral AUKUS partnership]... The new AUKUS project will sharpen all three countries' ability to respond to threats, including those targeting underwater cables and pipelines, through a range of "cutting edge sensors and weapons systems for undersea drones," UK Defence Secretary John Healey said.

Marles said undersea internet cables — "the arteries of modern civilization" — were being cut at an unprecedented rate, with island nations like Australia acutely vulnerable. "Over the past 18 months, we have witnessed a series of attacks against subsea critical infrastructure at a scale and frequency that is historically unprecedented," he said. The UK government has also highlighted the vulnerability of the world's digital highways. "Every international payment, every cross-border trade executed in milliseconds, every flow of data between businesses here in the UK and markets overseas — all travel along the seabed," Telecoms Minister Liz Lloyd said Friday... Last month, the UK said it had tracked three Russian submarines covertly surveying undersea cables in the north Atlantic... A UK parliamentary inquiry warned last year that UK infrastructure might be targeted in a crisis, adding it was "not confident that the UK could prevent such attacks or recover within an acceptable time period."

The UK Navy is already exploring the creation of a hybrid force that incorporates the widespread use of underwater drones to combat Russian threats in the Atlantic.

Ohio Suspends Data Center Tax Break as Opposition Grows (apnews.com) 36

The state of Ohio — one of America's hot regions for data center construction — "is suspending a tax break that has been critical to its competition with other states," reports the Associated Press.

The move "comes as tax breaks for energy-hungry AI data centers are increasingly playing a role in state budgets," the article points out. But they also note the expanding data center industry "is under pressure to pay the full costs" The size of Ohio's tax break skyrocketed, dwarfing previous projections, as opposition to data centers is sweeping through cities, suburbs and towns there and prompting lawmakers to form a committee to study the impact. In the meantime, residents are trying to bypass the GOP-controlled Legislature and get a referendum on November's midterm election ballot that's designed to permanently ban hyperscale data centers, likely the strictest such statewide ban under consideration in the U.S... The state, in 2024, had used previous history in projecting that the exemption would total $136 million in fiscal 2025 and $142 million in fiscal 2026. It was $554 million in 2024 and nearly $1.6 billion in 2025, the state reported...

State tax breaks for the massive data center industry are facing growing criticism by governors and lawmakers... Thirty-eight states have some form of a sales tax break for data centers, according to the National Conference of State Legislatures... [Though many were passed before 2022, when data centers were smaller.] Ohio's exemption is fairly broad, applying not only to construction materials, but to the expensive equipment — such as server racks and cooling systems — used in data centers. Operators might buy new server racks every couple of years as the technology improves.

A proposal to make daylight saving time permanent has advanced in the U.S. House of Representative, reports California news station KCRA: A proposal to make daylight saving time permanent has advanced in the House, reigniting an age-old American debate around the twice-annual clock changes. And this time, the proposal has the president's backing. President Donald Trump said Thursday that he will work "very hard" to sign the so-called Sunshine Protection Act into law after the House Energy and Commerce Committee overwhelmingly approved the bill by a 48-1 vote.

The bill still needs to pass the full U.S. House, and then the U.S. Senate would consider taking up the measure.

The bill would allow U.S states to decide whether to "exempt themselves" from Daylight Saving Time, according to the article.

The bill's sponsor described the annual clock-switching as "inconvenient, unnecessary, and out of step with the needs of today's families and economy," while finally creating a permanent Daylight Saving would bring "more usable daylight hours throughout the year."
