Germany Aims To Get Self-Driving Cars On the Roads In 2022 (dw.com) 73

German lawmakers greenlit a bill that would allow for some autonomous vehicles to hit public roads as early as next year. Deutsche Welle reports: The bill, passed by Bundestag lawmakers in a late-night session on Thursday, changes traffic regulations to allow for autonomous vehicles to be put into regular use across Germany. The bill specifically concerns vehicles with fully autonomous systems that fall under the "Level 4" classification -- where a computer is in complete control of the car and no human driver is needed to control or monitor it. Once approved, it would be the world's first legal framework for integrating autonomous vehicles in regular traffic. According to the Transportation Ministry, the bill was written to be as flexible as possible, with the new regulations not requiring a human driver to be on standby.

Starting in 2022, the German government says the bill would allow for driverless shuttle busses to be put into use, as well as autonomous public transportation busses that would drive on set routes. Autonomous vehicles would also be permitted to transport goods, and "dual-mode vehicles" could be used for automated valet parking. Self-driving cars for the general public would also be permitted in regular traffic, although experts estimate it will take years before the vehicles become established in the market, public broadcaster Deutschlandfunk reported.

California Will Require Uber, Lyft Drivers To Transition To Electric Cars (thehill.com) 120

Slashdot reader PolygamousRanchKid quotes The Hill: California is requiring ride-sharing companies such as Uber and Lyft to transition from gasoline to electric vehicles (EVs) in their networks by the end of this decade.

The state's clean-air regulator on Thursday unanimously approved the Clean Miles Standard mandating that EVs account for 90 percent of ride-hailing vehicle miles traveled in California by 2030. The ride-share companies will have to begin the electrification of their fleets in 2023. The move by the California Air Resources Board (CARB) is part of California's effort to phase out gas-powered vehicles and reduce greenhouse gas emissions and become carbon neutral by 2045. Gov. Gavin Newsom (D-Calif.) last year signed an executive order requiring all new cars and passenger trucks sold in the state of nearly 40 million residents be zero-emission by 2035. "The transportation sector is responsible for nearly half of California's greenhouse gas emissions, the vast majority of which come from light-duty vehicles," CARB Chair Liane M. Randolph said in a statement...

Both Uber and Lyft have already committed to converting their fleets entirely to EVs by 2030 and have made efforts to help drivers make the shift.

The companies have said, however, California needs to spend more money to help drivers afford the zero emissions vehicles, according to Reuters.

"Pardon me while I feed the meter on my critical safety device," quips a Hackaday article (shared by long-time Slashdot reader AmiMoJo): If you ride a motorcycle, you may have noticed that the cost of airbag vests has dropped. In one case, something very different is going on here. As reported by Motherboard, you can pick up a KLIM Ai-1 for $400 but the airbag built into it will not function until unlocked with an additional purchase, and a big one at that. So do you really own the vest for $400...?

The Klim airbag vest has two components that make it work. The vest itself is from Klim and costs $400 and arrives along with the airbag unit. But if you want it to actually detect an accident and inflate, you need load up a smartphone app and activate a small black box made by a different company: In&Motion. That requires your choice of another $400 payment or you can subscribe at $12 a month or $120 a year.

If you fail to renew, the vest is essentially worthless.

Hackaday notes it raises the question of what it means to own a piece of technology.

World's First EV-Charging Highway Trial to Start In Italy (interestingengineering.com) 150

Israeli company ElectReon Wireless is building a kilometer-long stretch of electric vehicle-charging highway between Milan and Brescia in Italy. It's the first trial of its kind involving a highway and will help determine if the technology is ready for widespread adoption. Innovation Origins reports: In a nutshell, Electreon is building the infrastructure by installing copper coils under the asphalt. Energy is transferred directly and wirelessly to the vehicle's batteries while driving by means of magnetic induction. The system includes a control unit located on the side of the lane of the electrified road. A receiver is installed in the chassis of each electric vehicle that is participating in the trial.

ElectReon is working with more than ten Italian partners to carry out the test. The most important of these is Brebemi, who operate the toll road. The goal of the pilot is to see how the technology will fare on toll roads. Brebemi is footing the bill for the pilot project while ElectReon will supply the wireless electric road system. "Dynamic Wireless Power Transfer," as the technology is called, will be tested on different types of electric vehicles in both stationary and dynamic environments.

E-Bikes Can Provide a Good Workout (nytimes.com) 120

An anonymous reader quotes a report from The New York Times: Does riding an electric bike to work count as exercise, and not just a mode of transportation? It can, if you ride right, according to a pragmatic new study comparing the physiological effects of e-bikes and standard road bicycles during a simulated commute. The study, which involved riders new to e-cycling, found that most could complete their commutes faster and with less effort on e-bikes than standard bicycles, while elevating their breathing and heart rates enough to get a meaningful workout. But the benefits varied and depended, to some extent, on how people's bikes were adjusted and how they adjusted to the bikes. The findings have particular relevance at the moment, as pandemic restrictions loosen and offices reopen, and many of us consider options other than packed trains to move ourselves from our homes to elsewhere.

So, for the new study, which was published in March in the Translational Journal of the American College of Sports Medicine, researchers at Miami University in Oxford, Ohio, decided to ask inexperienced cyclists to faux commute. To do so, they recruited 30 local men and women, aged 19 to 61, and invited them to the physiology lab to check their fitness levels, along with their current attitudes about e-bikes and commuting. Then, they equipped each volunteer with a standard road bike and an e-bike and asked them to commute on each bike at their preferred pace for three miles, a distance the scientists considered typical for bike commutes in America. The cyclists pedaled around a flat loop course, once on the road bikes and twice with the e-bike. On one of these rides, their bike was set to a low level of pedal assistance, and on the other, the oomph was upped until the motor sent more than 200 watts of power to the pedals. Throughout, the commuters wore timers, heart rate monitors and facial masks to measure their oxygen consumption.

Afterward, to no one's surprise, the scientists found that the motorized bikes were zippy. On e-bikes, at either assistance level, riders covered the three miles several minutes faster than on the standard bike -- about 11 or 12 minutes on an e-bike, on average, compared to about 14 minutes on a regular bike. They also reported that riding the e-bike felt easier. Even so, their heart rates and respiration generally rose enough for those commutes to qualify as moderate exercise, based on standard physiological benchmarks, the scientists decided, and should, over time, contribute to health and fitness. But the cyclists' results were not all uniform or constructive. A few riders' efforts, especially when they used the higher assistance setting on the e-bikes, were too physiologically mild to count as moderate exercise. Almost everyone also burned about 30 percent fewer calories while e-biking than road riding -- 344 to 422 calories, on average, on an e-bike, versus 505 calories on a regular bike -- which may be a consideration if someone is hoping to use bike commuting to help drop weight.

Ford Unveils the F-150 Lightning, Its All-Electric Pickup Truck That Will Start Under $40,000 (techcrunch.com) 401

Ford unveiled Wednesday the F-150 Lightning, an all-electric pickup truck that is a critical piece of the company's $22 billion investment into electrification. TechCrunch reports: Ford had a challenging gig with the F-150 Lightning. The truck would need everything that has made its gas-powered counterpart the best-selling vehicle in North America as well as new benefits that come from going electric. That means torque, performance, towing capability and the general layout has to meet the needs of its customers, many of whom use it for commercial purposes. The vehicle specs suggest that Ford has delivered on the torque and power, while keeping the same cab and bed dimensions as its gas counterpart. [...] Will it convert or will the F-150 Lightning attract a whole new group of customers? It's a question that won't be answered until it comes to market in spring 2022.

The F-150 Lightning will be offered in four trims, which includes the base, XLT, Lariat and Platinum series, and two battery options. The truck, which has an aluminum alloy body, is powered by two in-board electric motors, comes standard with four-wheel drive, and has an independent rear suspension. Ford is only releasing two prices at the moment. The base version will be priced at $39,974 before any federal or state tax credits, while the mid-series XLT model will start at $52,974. According to the reservations site, a fully loaded Lightning will go for $90,474. All of these prices exclude the destination fees and taxes.

The standard battery range truck delivers a targeted 426 horsepower and 775 pound-feet of torque. The F-150 Lightning equipped with the extended-range battery helps push the horsepower to 563 (or 420 kW) and has the same torque, which Ford says is the most of any F-150 ever. The vehicle's battery has a targeted range of 230 miles in the standard and pops up to 300 miles in the extended version. One question remains: how will the range be affected by towing a boat or trailer? [...] Ford notes that the new frame on the truck uses the strongest steel ever put in an F-150 frame and supports a maximum 2,000-pound payload and up to 10,000-pound towing capacity.
Other features include a 15.5-inch infotainment system, support for Ford's hands-free driving feature called Blue Cruise, and 9.6 kW of back up power, which the company says can provide energy to a home during a blackout for up to 10 days.

Sidewalk Labs Launches Pebble, a Sensor That Uses Real-Time Data To Manage City Parking (techcrunch.com) 57

An anonymous reader quotes a report from TechCrunch: Sidewalk Labs, Alphabet's urban innovation organization, has announced the launch of Pebble, a vehicle sensor that's designed to help manage parking in cities by providing real-time parking and curb availability data. Here's how it works: Small spherical sensors are stuck to the ground on parking spaces to note the absence or presence of a vehicle. Then solar-powered gateway hardware, which can be strapped easily to street poles, uses IoT to connect the sensor to the cloud through the cellular network. The data is then viewed and analyzed by real estate developers, parking operators or municipal agencies via a dashboard. Pebble doesn't use cameras or collect identifying information about a person or vehicle, and is touting a "privacy preserving" approach.

Between 9% and 56% of traffic, and all the pollution that comes with it, is caused by people who are cruising for parking. Pebble says its real-time parking availability can be integrated into navigation apps, like Google Maps, through an API to help users spend less time circling the block. "Real-time parking information can also alert would-be drivers when spaces are limited before they even leave home, leading them to use alternative travel modes, such as park-and-ride transit or ferries," wrote Sidewalk Labs' senior creative technologist, Nick Jonas, in a blog post announcing the launch. "For example, a smart parking program at a BART park-and-ride station reduced driving by a monthly average of nearly 10 miles per person -- and even shortened commutes."

During a visit to Ford's Rouge factory in Dearborn, Michigan on Tuesday, President Joe Biden got a chance to test drive Ford's all-electric new Lightning pickup truck. CNET reports: What was the presidential verdict after taking the Lightning for a spin? "This sucker's quick!" he exclaimed, adding that he'd buy one. A reporter asked how quick it was, and Biden said it did 0-60 mph in 4.3 or 4.4 seconds, looking to a Ford employee for clarification, who quickly declined to comment. The president then did a hard launch from a stop right in front of the press pool, accelerating to 80 mph. The Ford F-150 Lightning is officially set to debut on Wednesday at 6:30 p.m. PT (9:30 p.m. ET).

Graphene aluminum-ion battery cells from Brisbane-based Graphene Manufacturing Group "are claimed to charge up to 60 times faster than the best lithium-ion cells and hold three time the energy of the best aluminum-based cells," writes a transportation correspondent for Forbes: They are also safer, with no upper Ampere limit to cause spontaneous overheating, more sustainable and easier to recycle, thanks to their stable base materials. Testing also shows the coin-cell validation batteries also last three times longer than lithium-ion versions.

GMG plans to bring graphene aluminum-ion coin cells to market late this year or early next year, with automotive pouch cells planned to roll out in early 2024.

Based on breakthrough technology from the University of Queensland's Australian Institute for Bioengineering and Nanotechnology, the battery cells use nanotechnology to insert aluminum atoms inside tiny perforations in graphene planes... GMG Managing Director Craig Nicol insisted that while his company's cells were not the only graphene aluminum-ion cells under development, they were easily the strongest, most reliable and fastest charging. "It charges so fast it's basically a super capacitor," Nicol claimed. "It charges a coin cell in less than 10 seconds." The new battery cells are claimed to deliver far more power density than current lithium-ion batteries, without the cooling, heating or rare-earth problems they face....

Aluminum-ion technology has intrinsic advantages and disadvantages over the preeminent lithium-ion battery technology being used in almost every EV today. When a cell recharges, aluminum ions return to the negative electrode and can exchange three electrons per ion instead of lithium's speed limit of just one. There is also a massive geopolitical, cost, environmental and recycling advantage from using aluminum-ion cells, because they use hardly any exotic materials. "It's basically aluminum foil, aluminum chloride (the precursor to aluminum and it can be recycled), ionic liquid and urea," Nicol said.

How America Will Improve Its Cybersecurity (politico.com) 119

Politico writes: President Joe Biden on Wednesday ordered a sweeping overhaul of the federal government's approach to cybersecurity, from the software that agencies buy to the security measures that they use to block hackers, as his administration continues grappling with vulnerabilities exposed by a massive digital espionage campaign carried out by the Russian government... Biden's order requires agencies to encrypt their data, update plans for securely using cloud hosting services and enabling multi-factor authentication...

It also creates a cyber incident review group, modeled on the National Transportation Safety Board that investigates aviation, railroad and vehicle crashes, to improve the government's response to cyberattacks. And it sets the stage for requiring federal contractors to report data breaches and meet new software security standards.

The directive, which sets deadlines for more than 50 different actions and reports, represents a wide-ranging attempt by the new Biden administration to close glaring cybersecurity gaps that it discovered upon taking office and prevent a repeat of Moscow's SolarWinds espionage operation, which breached nine federal agencies and roughly 100 companies... In addition to requiring agencies to deploy multi-factor authentication, the order requires them to install endpoint detection and response software, which generates warnings when it detects possible hacks. It also calls for agencies to redesign their networks using a philosophy known as zero-trust architecture, which assumes that hackers are inside a network and focuses on preventing them from jumping from one computer to another... Officials say current federal monitoring programs are outdated — they can only spot previously identified malware, and they can't protect increasingly pervasive cloud platforms...

Biden's executive order attempts to prevent another SolarWinds by requiring information technology service providers to meet new security requirements in order to do business with the federal government. These contractors will need to alert the government if they are hacked and share information about the intrusion.

The order "reflects a fundamental shift in our mindset from incident response to prevention, from talking about security to doing security," one senior administration official told reporters. The order notes "persistent and increasingly sophisticated malicious cyber campaigns" that "threaten the public sector, the private sector, and ultimately the American people's security and privacy," calling for "bold changes and significant investments."

But the order also argues that "In the end, the trust we place in our digital infrastructure should be proportional to how trustworthy and transparent that infrastructure is..." warning that "The development of commercial software often lacks transparency, sufficient focus on the ability of the software to resist attack, and adequate controls to prevent tampering by malicious actors." To that end, the order also requires guidelines for a "Software Bill of Materials" or "SBOM," a "formal record containing the details and supply chain relationships of various components used in building software... analogous to a list of ingredients on food packaging." [A]n SBOM allows the builder to make sure those components are up to date and to respond quickly to new vulnerabilities. Buyers can use an SBOM to perform vulnerability or license analysis, both of which can be used to evaluate risk in a product. Those who operate software can use SBOMs to quickly and easily determine whether they are at potential risk of a newly discovered vulnerability. A widely used, machine-readable SBOM format allows for greater benefits through automation and tool integration. The SBOMs gain greater value when collectively stored in a repository that can be easily queried by other applications and systems. Understanding the supply chain of software, obtaining an SBOM, and using it to analyze known vulnerabilities are crucial in managing risk.

US Senators Close To Announcing a $52 Billion Chips Funding Deal (reuters.com) 81

A group of U.S. senators are close to unveiling a $52-billion proposal Friday that would significantly boost U.S. semiconductor chip production and research over five years, Reuters reported today, citing sources briefed on the matter. From the report: Senators Mark Kelly, John Cornyn, Mark Warner and Tom Cotton have been negotiating a compromise measure to address the issue in the face of rising Chinese semiconductor production and shortages impacting automakers and other U.S. industries. Sources said there remains at least one sticking point over whether to include a provision on labor rates.

The chips funding is expected to be included in a bill the Senate will take up next week to spend more than $110 billion on basic U.S. and advanced technology research to better compete with China. The proposal includes $49.5 billion in emergency supplemental appropriations to fund the chip provisions that were included in this year's National Defense Authorization Act, but which require a separate process to garner funding, according to a draft summary seen by Reuters. Democratic Leader Senator Chuck Schumer, also involved in the talks, said Thursday the Senate will take up the technology bill known as the Endless Frontier Act next week in a package of legislation that would include efforts to "invest in the American semiconductor industry, ensure that China pays a price for its predatory actions, and boost advanced manufacturing, innovation, and critical supply chains."

Cheap, Highly Efficient New EV Motor Uses No Magnets (newatlas.com) 159

"An EV motor has been developed that uses no magnets, thus lessening the United States' reliance on Chinese magnets (which make up 97% of the world's supply)," writes Slashdot reader nickwinlund77, adding: "I wonder what the motor's performance is like on high grade roads?" New Atlas reports: German company Mahle has just announced a new electric motor that sounds like it solves a lot of problems in a very tidy manner. The new Mahle design uses no magnets, instead using powered coils in its rotor. Unlike previous efforts, it transfers power to the spinning rotor using contactless induction -- so there are basically no wear surfaces. This should make it extremely durable -- not that electric motors have a reputation for needing much maintenance. The lack of expensive metals should make it cheaper to manufacture than typical permanent-magnet motors. Mahle says the ability to tune and change the parameters of the rotor's magnetism instead of being stuck with what a permanent magnet offers has allowed its engineers to achieve efficiencies above 95 percent right through the range of operating speeds -- "a level that has only been achieved by Formula E racing cars." It's also particularly efficient at high speeds, so it could help squeeze a few extra miles out of a battery in normal use. The company says it'll scale nicely from sizes relevant to compact cars up to commercial vehicles.

"Our magnet-free motor can certainly be described as a breakthrough, because it provides several advantages that have not yet been combined in a product of this type," says Dr. Martin Berger, Mahle's VP of Corporate Research and Advanced Engineering. "As a result, we can offer our customers a product with outstanding efficiency at a comparatively low cost." Mass production is about two and a half years away, according to IEEE Spectrum, and Mahle has not yet nominated which auto manufacturers it's dealing with, but test samples are already starting to circulate.

CDC Says Fully Vaccinated People Don't Need To Wear Face Masks Indoors or Outdoors in Most Settings (cnbc.com) 445

Fully vaccinated people no longer need to wear a face mask or stay 6 feet away from others in most settings, whether outdoors or indoors, the Centers for Disease Control and Prevention said in updated public health guidance released Thursday. From a report: There are a handful of instances where people will still need to wear masks -- in a health-care setting, at a business that requires them -- even if they've had their final vaccine dose two or more weeks ago, CDC Director Dr. Rochelle Walensky told reporters at a press briefing. Fully vaccinated people will still need to wear masks on airplanes, buses, trains and other public transportation, she said. "Anyone who is fully vaccinated can participate in indoor and outdoor activities, large or small, without wearing a mask or physical distancing," Walensky said.

"If you are fully vaccinated, you can start doing the things that you had stopped doing because of the pandemic. We have all longed for this moment, when we can get back to some sense of normalcy." Walensky said unvaccinated people should still continue to wear masks, adding they remain at risk of mild or severe illness, death and risk spreading the disease to others. People with compromised immune systems should speak with their doctor before giving up their masks, she said. She added there is always a chance the CDC could change its guidance again if the pandemic worsens or additional variants emerge.

Researchers Have Developed a Way To Wirelessly Charge Vehicles On the Road (jalopnik.com) 146

It would essentially turn U.S. roadways into wireless chargers. Afrindi says he has been working on the tech for the last seven years. Here's how it would work, according to Afrindi via Business Insider: "'Highways would have a charging lane, sort of like a high occupancy lane,' Afridi told Insider. 'If you were running out of battery you would move into the charging lane. It would be able to identify which car went into the lane and it would later send you a bill.' The science behind Afridi's project goes back over 100 years to Nikola Tesla, the inventor who used alternating electric fields to power lights without plugging them in. Afridi's technology would embed special metal plates in the road that are connected to a powerline and a high frequency inverter. The plates will create alternating electric fields that attract and repel a pair of matching plates attached to the bottom of the EV.No need to worry about stopping to charge unless you're down for the night. They have run into a problem, however. They can't seem to find the parts that can handle the high levels of power needed to charge vehicles enough while they are in motion. It would have to be a material that's not only weatherproof but able to withstand high voltage and heat from the passing vehicles."

Ford Patents Tech That Could Scan Billboards and Show Associated In-Car Ads 160

An anonymous reader quotes a report from Motor1: Roads are lined with unattractive billboards many of us ignore on our daily commutes, but Ford's new tech will make sure we don't miss them anymore. The system works by scanning the billboards, interpreting the information on the sign, and delivering the most useful bits right into the vehicle's display. It sounds invasive and distracting, with a side of Orwellian creepiness tossed on top for good measure. For now, though, this is just a patent application and may never see implementation, but it's not difficult to see how this could be useful to automakers and advertisers. Ford's application says the tech could display an advertiser's products or services, directions to the store, or the phone number.

It's not a stretch to imagine a future where you're driving down the road, and your car sees a sign for your favorite restaurant, prompting you to place an order because the vehicle knows Thursday is take-out night. Cars are only getting infused with more technology designed to assist people in their day-to-day lives, and this would be another avenue to do just that, creating a tailored driving experience. It could also force advertisers to pay Ford to access to its fleet of billboard-scanning-equipped cars, expanding revenue streams beyond the car itself.
In a comment to Motor1, Ford says the company submits "patents on new inventions as a normal course of business, but they aren't necessarily an indication of new business or product plans."

California Ban On Gas-Powered Cars Would Rewrite Plug-In Hybrid Rules (cnet.com) 123

An anonymous reader quotes a report from CNET: As of now, California wants to implement an 80-20 mix where 80% of new cars sold will be totally electric or hydrogen-powered, and 20% may still feature a plug-in hybrid powertrain. Essentially, automakers will still be able to plop an engine under the hood come 2035. However, PHEVs will need to follow far more stringent definitions of the powertrain. California wants any plug-in hybrid to achieve 50 miles of all-electric range to meet the categorization -- a huge ask. Only two plug-in hybrids in recent years meet that criteria: the Chevrolet Volt (no longer on sale) and the Polestar 1 (soon to exit production). To achieve such a lofty range, automakers need to fit larger batteries, and when you're talking about a big battery and an internal-combustion engine, things get complex (and costly) quickly.

But, that's not all the state will need. Future PHEVs to qualify under these regulations will need to be capable of driving under only electric power throughout their charged range. So, no software to flick on the engine for a few moments to recoup some lost energy. While these regulations would actually benefit drivers to shift PHEVs away from "compliance cars" to something far more usable, the complexities may just turn automakers to focus exclusively on EVs. It all remains to be seen, however since the plans remain open for public comment until June 11 of this year. After that, the board will vote and detail a full proposal later this year.

Harley-Davidson Launches All-Electric Motorcycle Brand 'LiveWire' (reuters.com) 114

Harley-Davidson on Monday launched an all-electric motorcycle brand "LiveWire," the latest effort by the company to ramp up bets on the rapidly growing electric-vehicle market. Reuters reports: Named after Harley's first electric motorbike, which was unveiled in [2014], the "LiveWire" division is slated to launch its first branded motorcycle in July. The company had said in February it would create a separate electric vehicle-focused division, as it aims to attract the next generation of younger and more environmentally conscious riders. "We are seizing the opportunity to lead and define the market in EV," Chief Executive Officer Jochen Zeitz said in a statement on Monday. "LiveWire also plans to innovate and develop technology that will be applicable to Harley-Davidson electric motorcycles in the future." "There's a new logo and a new 'virtual' headquarters, with engineering teams stationed in Silicon Valley and Milwaukee," notes The Verge. "LiveWire will work with Harley-Davidson dealerships as an independent brand, with a blend of digital and physical retail formats."

An anonymous reader quotes a report from The Guardian: Electric cars and vans will be cheaper to produce than conventional, fossil fuel-powered vehicles by 2027, and tighter emissions regulations could put them in pole position to dominate all new car sales by the middle of the next decade, research has found. By 2026, larger vehicles such as electric sedans and SUVs will be as cheap to produce as petrol and diesel models, according to forecasts from BloombergNEF, with small cars reaching the threshold the following year. The falling cost of producing batteries for electric vehicles, combined with dedicated production lines in carmarkers' plants, will make them cheaper to buy, on average, within the next six years than conventional cars, even before any government subsidies, BloombergNEF found.

The new study, commissioned by Transport & Environment, a Brussels-based non-profit organization that campaigns for cleaner transport in Europe, predicts new battery prices will fall by 58% between 2020 and 2030 to $58 per kilowatt hour. A reduction in battery costs to below $100 per kWh, is viewed as an important step towards greater take-up of fully electric vehicles, and would largely remove the financial appeal of hybrid electric vehicles, which combine a battery with a conventional engine.

US Scrambles to Keep Fuel Flowing After Pipeline Cyberattack. Russian Cybercriminals Suspected (bbc.com) 239

A ransomware attack affecting a pipeline that supplies 45% of the fuel supplies for the Eastern U.S. has now led U.S. president Biden to declare a regional emergency providing "regulatory relief" to expand fuel delivery by other routes.

Axios reports: Friday night's cyberattack is "the most significant, successful attack on energy infrastructure" known to have occurred in the U.S., notes energy researcher Amy Myers Jaffe, per Politico. It follows other significant cyberattacks on the federal government and U.S. companies in recent months... 5,500 miles of pipeline have been shut down in response to the attack.
The BBC reports: Experts say fuel prices are likely to rise 2-3% on Monday, but the impact will be far worse if it goes on for much longer... Colonial Pipeline said it is working with law enforcement, cyber-security experts and the Department of Energy to restore service. On Sunday evening it said that although its four mainlines remain offline, some smaller lateral lines between terminals and delivery points are now operational...

Independent oil market analyst Gaurav Sharma told the BBC there is a lot of fuel now stranded at refineries in Texas. "Unless they sort it out by Tuesday, they're in big trouble," said Sharma. "The first areas to be impacted would be Atlanta and Tennessee, then the domino effect goes up to New York..." The temporary waiver issued by the Department of Transportation enables oil products to be shipped in tankers up to New York, but this would not be anywhere near enough to match the pipeline's capacity, Mr Sharma warned.

UPDATE (5/10): "On Monday, U.S. officials sought to soothe concerns about price spikes or damage to the economy by stressing that the fuel supply had so far not been disrupted," reports the Associated Press, "and the company said it was working toward 'substantially restoring operational service' by the weekend."

CNN reports that a criminal group originating from Russia named DarkSide "is believed to be responsible for a ransomware cyberattack on the Colonial Pipeline, according to a former senior cyber official. DarkSide typically targets non-Russian speaking countries, the source said... Bloomberg and The Washington Post have also reported on DarkSide's purported involvement in the cyberattack..."

If so, NBC News adds some sobering thoughts: Although Russian hackers often freelance for the Kremlin, early indications suggest this was a criminal scheme — not an attack by a nation state, the sources said. But the fact that Colonial had to shut down the country's largest gasoline pipeline underscores just how vulnerable American's cyber infrastructure is to both criminals and national adversaries, such as Russia, China and Iran, experts say. "This could be the most impactful ransomware attack in history, a cyber disaster turning into a real-world catastrophe," said Andrew Rubin, CEO and co-founder of Illumio, a cyber security firm...

If the culprit turns out to be a Russian criminal group, it will underscore that Russia gives free reign to criminal hackers who target the West, said Dmitri Alperovitch, co-founder of the cyber firm CrowdStrike and now executive chairman of a think tank, the Silverado Policy Accelerator. "Whether they work for the state or not is increasingly irrelevant, given Russia's obvious policy of harboring and tolerating cyber crime," he said.

Citing multiple sources, the BBC reports that DarkSide "infiltrated Colonial's network on Thursday and took almost 100GB of data hostage. After seizing the data, the hackers locked the data on some computers and servers, demanding a ransom on Friday. If it is not paid, they are threatening to leak it onto the internet... "

The BBC also shares some thoughts from Digital Shadows, a London-based cyber-security firm that tracks global cyber-criminal groups to help enterprises limit their exposure online: Digital Shadows thinks the Colonial Pipeline cyber-attack has come about due to the coronavirus pandemic — the rise of engineers remotely accessing control systems for the pipeline from home. James Chappell, co-founder and chief innovation officer at Digital Shadows, believes DarkSide bought account login details relating to remote desktop software like TeamViewer and Microsoft Remote Desktop.

He says it is possible for anyone to look up the login portals for computers connected to the internet on search engines like Shodan, and then "have-a-go" hackers just keep trying usernames and passwords until they get some to work.

"We're seeing a lot of victims now, this is seriously a big problem now," said Mr Chappell.

Electric Vehicles May Drive a Lithium Supply Crunch (ieee.org) 176

A carbon-free future "will require many millions of batteries, both to drive electric vehicles and to store wind and solar power on the grid," reports IEEE Spectrum. Unfortunately, today's battery chemistries "mostly rely on lithium — a metal that could soon face a global supply crunch." Recently, Rystad Energy projected a "serious lithium supply deficit" in 2027 as mining capacity lags behind the EV boom. The mismatch could effectively delay the production of around 3.3 million battery-powered passenger cars that year, according to the research firm. Without new mining projects, delays could swell to the equivalent of 20 million cars in 2030. Battery-powered buses, trucks, ships, and grid storage systems will also feel the squeeze... [T]he solution isn't as simple as mining more hard rock — called spodumene — or tapping more underground brine deposits to extract lithium. That's because most of the better, easier-to-exploit reserves are already spoken for in Australia (for hard rock) and in Chile and Argentina (for brine). To drastically scale capacity, producers will also need to exploit the world's "marginal" resources, which are costlier and more energy-intensive to develop than conventional counterparts...

Concerns about supply constraints are driving innovation in the lithium industry. A handful of projects in North America and Europe are piloting and testing "direct lithium extraction," an umbrella term for technologies that, generally speaking, use electricity and chemical processes to isolate and extract concentrated lithium... In southwestern Germany, Vulcan Energy is extracting lithium from geothermal springs that bubble thousands of meters below the Rhine river. The startup began operating its first pilot plant in mid-April. Vulcan said it could be extracting 15,000 metric tons of lithium hydroxide — a compound used in battery cathodes — per year. In southern California, Controlled Thermal Resources is developing a geothermal power plant and lithium extraction facility at the Salton Sea. The company said a pilot facility will start producing 20,000 metric tons per year of lithium hydroxide, also by 2024.

Another way to boost lithium supplies is to recover the metal from spent batteries, of which there is already ample supply. Today, less than 5 percent of all spent lithium-ion batteries are recycled, in large part because the packs are difficult and expensive to dismantle. Many batteries now end up in landfills, leaching chemicals into the environment and wasting usable materials. But Sophie Lu, the head of metals and mining for BloombergNEF, said the industry is likely to ramp up recycling after 2028, when the supply deficit kicks in. Developers are already starting to build new facilities, including a $175 million plant in Rochester, N.Y. When completed, it will be North America's largest recycling plant for lithium-ion batteries.

The Economic Times also argues that electric cars and renewable energy "may not be as green as they appear. Production of raw materials like lithium, cobalt and nickel that are essential to these technologies are often ruinous to land, water, wildlife and people.

"That environmental toll has often been overlooked in part because there is a race underway among the United States, China, Europe and other major powers. Echoing past contests and wars over gold and oil, governments are fighting for supremacy over minerals that could help countries achieve economic and technological dominance for decades to come."
